The West Kowloon Cultural District Authority (“Authority”) is a public body incorporated by the West Kowloon Cultural District Authority Ordinance [Cap. 601]. As part of its statutory duties the Authority is to prepare a development plan for the proposed West Kowloon Cultural District (“WKCD”). The WKCD site has been left largely vacant and unused while waiting for a decision on a preferred conceptual plan option and the subsequent completion of a detailed development plan.
Temporary use of the WKCD site in the period leading up to 2013- 2014 would:
The Authority thus intends to make available parts of WKCD for temporary use.
The Authority now invites expressions of interest from agency/ collaborations between agencies interested in providing a comprehensive and self-contained proposal covering the following, as a minimum:
(a) Assessment of demand for uses and facilities
(b) Detailed proposals as to how the identified demand can be met, including:
(c) Information on the agency/ agencies’ capability on experience both generally and specifically in the establishment and management of technical facilities. The Authority is looking for agency/ collaborations between agencies with extensive experience and track record in:
Interested parties with relevant experience shall submit their (a) registered business name(s); (b) address(es) of their principal office(s); and (c) the name and postal and e-mail address(es) and contact telephone number(s) of the principal contact person for the agency or collaboration, before Hong Kong time 12:00 noon on 21 February 2011 to eoi@wkcda.hk.
The issue of this invitation for expressions of interest does not necessarily mean that WKCDA will proceed to a formal tender stage.
