The Park Development

1.     Please kindly confirm the following information:

1.1  What is the construction value of the Park Development? Phase I and Phase II.

Cost information relating to the park may be obtained through the Legislative Council Paper PWSC(2008-09)31  which is available from the public domain. However, applicants are advised to note that such information was produced without the benefit of the design details and there has been vast escalation in the construction costs since the cost information was prepared. There is no further construction value of the Park Development available at this stage. 

1.2  What font style needs to be used? Is Arial size 12 acceptable?

In accordance with item 7.4 Submission Format of the EOI Document, no font style is specified but the minimum font size should be 12.

1.3  With the page limit of 10 pages does this include the front cover and contents pages?

In accordance with item 7.4 Submission Format of the EOI Document, front cover and contents pages are not included in the page limit of 10 sheets printed double sided.

1.4  Can Form C be included in the submission on A3 paper?

Yes, Form C can be included in the submission on A3 paper.

2.      We note the requirement on Page 4 of the Request document that "... the DDC and all consultants in relation to the Park development will be barred from participating in the PMC selection and vice versa."

We are a large international consultancy with diverse disciplines such that for this scale of project, several departments of our company would seek to tender for various consulting packages.  Can you clarify:

2.1  If our design team took part in the DDC as a partner in a consortium and not sole provider, would our PM team still be barred from the PMC commission?

Yes, the PM team would be barred. The design team in this example would be effectively a lead consultant.

2.2  If our design team took part in the DDC as a sub-consultant, would our PM team still be barred from the PMC commission?

No, the PM team in this example would not be barred. 

2.3  If our PMC was a Joint Venture would this affect our Design team undertaking the DDC commission?

Yes, the design team in this example would be barred. The PM team would be effectively a lead consultant. 

2.4  If our PMC was formed by a team outside of our HK practice would our HK design teams be barred from the DDC (and vice versa)?

No, the HK design teams in this example would not be barred (and vice versa). However, in such a case, the Authority would have to be assured that there could be zero cross-fertilization between the two teams and that would extend to all aspects from accommodation to administration, billing etc.

3  Our company will make an EOI submission for the role of Project Management Consultant for your Park Development.

We are going to form a Joint Venture/Consortium for the EOI submission which may include other consultants.

Can you please confirm that, in forming part of our Joint Venture/Consortium, the other consultants are also able to participate in the pre-qualification and/or tender processes for other (i.e. not the Project Management Consultant for the Park Development) consultant packages within the WKCDA.

In this case the other consultants you refer to as included in your Joint Venture/Consortium will be barred from participating in the pre-qualification and/or tender processes for the park detailed design consultancy and other consultancies in relation to the Park development.

4  Clause 7.4 of the Request for EOI refers to the submission format and contents allowed. However, it does not mention the “Last three years’ audited financial statements” as required in Clause 7.3 c). Please clarify.

Pursuant to item 7.3 c) of the EOI Document, the last three years’ audited financial statements must be submitted for evaluation. The last three years’ audited financial statements can be submitted as part of the attachment supporting documents in accordance with 7.4 Submission Format of the EOI Document.

5  We would be grateful if you can respond on the following enquiries:

5.1  Please confirm whether the attachments for the curriculum vitae of key personnel, the organization chart, letters of association, reference letters and Forms (A, B, C, D, E, F and G) are included in the 10 page limit (double sided) submission requirement or can be considered separately.

In accordance with item 7.4 (Submission Format of the EOI Document), the curriculum vitae of key personnel, the organization chart, letters of association, reference letters and Forms (A, B, C, D, E, F and G) are not included in the page limit of 10 sheets printed double sided but are part of the attachments.

5.2  Please clarify the documents which form part of the 10 page limit (double sided) for the return submission?

5.3  Form G checklist item 1 refers to submission documents as per clause 2.2. Please confirm the location of clause 2.2 within the document?

The clause reference in the referred Form G checklist item 1, should be “clause 7” NOT “clause 2.2”.
