Arts Pavilion Design Competition

The Competition

The West Kowloon Cultural District Authority (the "WKCDA") invites interested design teams (the "Participants") to take part in a Single Stage Design Competition (the "Competition") for an Arts Pavilion to be situated at the West Kowloon Cultural District (the "WKCD").

The Arts Pavilion (the "Pavilion") will be used as an exhibition and event pavilion for organizations and interested artists, designers and other parties planning to stage independent exhibitions and events.  It will also be the primary home for exhibitions and programmes organised by M+, Hong Kong's museum for visual culture, before the completion of its museum building in late 2017.

Subject to the approval of the WKCDA Board and conditions outlined in the "Implementation of The Winning Entry" of these Competition Documents, the Competition intends to lead to the award to the First Prize-winning team of the contract for consultancy services for the detailed design and implementation of the Pavilion until its full commissioning.

The objective of the Competition is to select a design proposal for the Pavilion that creatively responds to the Design Brief and requirements set out in the Competition Documents. The WKCDA seeks a design that is cost-effective, original, inspiring, highly-buildable and sustainable.

 

Design Requirements

The Pavilion should be embodied with a design that is innovative while serving content-driven, programmatic and functional needs.

Cost Effectiveness

The design for the Pavilion should be an architecturally innovative solution that demonstrates cost effectiveness in its design to meet the WKCDA's budget of HK$20 million (in money-of-the-day prices (MOD)) for the construction, excluding fees and other project expenses, of the Pavilion. The WKCDA's independent quantity surveyor will conduct an independent cost assessment of proposed designs to ensure that proposed Pavilion design can be designed and built within the stated budget to meet the Value for Money criteria below.

 

Assessment Procedure & Criterion

This will be a single stage competition. All submissions from the Participants will be adjudicated according to the assessment criteria listed below. Subject to agreement on the contractual terms and the full scope of duties, it is the intention of the WKCDA that the First Prize winner will be appointed as the design consultant for the Pavilion upon the WKCDA Board's approval and endorsement of the recommendation of the Jury Panel.

 

Criteria

VALUE FOR MONEY
Assessment considerations include (but not limited to):

  • Appropriateness of design; cost effectiveness of design and the estimated construction cost, not exceeding the WKCDA's budget of HK$ 20 million (MOD), and future maintenance considerations;
  • For the avoidance of doubt, if the estimated construction cost, in the opinion of the Authority, will exceed the budget of HK$20 million (MOD), the jury panel will take this criterion in serious consideration over other criteria and adverse effect will be caused on evaluation of the result and position of the design submission.

ARCHITECTURAL DESIGN ASPECTS

Originality and Effectiveness of the Overall Design
Assessment considerations include (but not limited to):

  • Providing an inviting and clear approach to the Pavilion;
  • Success and originality in the organisation of the Pavilion's space to achieve the required flexibility and adaptability in use, as stated in the Design Brief;
  • Quality and variety of display spaces in accordance with requirements stated in the Design Brief;
  • Success in relating indoor and outdoor spaces, in accordance with requirements stated in the Design Brief.

Compatibility and adaptability to the layout of local district
Assessment considerations include (but not limited to):

  • Creating a successful relationship between the Pavilion and its surroundings;

TECHNICAL DESIGN ASPECTS

Functionality, Buildability, Effectiveness and Compliance with Statutory Requirements
Assessment considerations include (but not limited to):

  • Demonstration of an understanding of the required organisation and technical functionality of a basic exhibition space dedicated to showcasing various disciplines of visual culture;
  • Compliance with local Ordinances/Regulations; 

Construction Programme Consideration

  • Compliance with Construction Programme requirements;
  • Appropriateness of design and construction systems;

SUSTAINABLE DESIGN ASPECTS

Assessment considerations include (but not limited to):

  • Innovative sustainable design features; energy efficiency;
  • Sustainable construction systems; and universal accessibility provisions.

WKCDA reserves the right to replace or substitute any Jury members without prior notification to the Participants.

 

Independent Professional Advisor (Honorary)

The WKCDA has appointed Professor Bernard V. Lim, JP 林雲峰教授, as the Independent Professional Advisor (Honorary) ("IPA") for the Competition.

 

Eligibility

Lead Participant

1. Open to all interested design teams, for example, architects, designers, artists, or other related professionals - to take part as Lead Participant(s).

Professional Services

2. Individual, or group participants who are not HKIA Registered Practices will be required to partner with a HKIA Registered Practice.

3. The participating design team shall include a Hong Kong Authorized Person (AP) and an Registered Structural Engineer (RSE), both registered under the Buildings Ordinance, and a building services engineer.

4. Each Lead Participant is permitted to submit only one entry, but each provider of professional services is permitted to submit another entry as Lead Participant.

Prizes and Results

Three winning entries and six commendation entries will be selected. The results of the Competition will be publicly announced through the Competition Website. Participants of the winning entries and commendation entries will be notified directly of the results by the Administrator. The prizes of the winning entries and commendation entries are:

Interested parties shall first register for the Competition by submitting a scanned copy of the duly completed and signed Submission Forms contained in Attachment C to the Administrator by email. The Entry Form must be received by the Administrator at or before 12:00 noon on 28 October 2013 (Monday) (Hong Kong Time).

Competition Enquiries

Participants may seek clarifications or make enquiries regarding details of the Competition before 12:00 noon on 21 October 2013 (Monday) (Hong Kong Time). Other than the specified period, the Administrator will not respond to any enquiries or requests for clarification from any Participants relating to the Competition.

All enquiries must be made formally in writing to the Administrator by email in English to the e-mail address set out below. The Administrator may publish the queries and responses on a specified section of the Competition Website to make them known to all Participants. There will be no individual replies. Verbal queries will not be entertained. It is the responsibility of each Participant to check the WKCDA's Website during the Competition for latest information and responses related to the Competition.
